New US emission rules to put spotlight on Ottawa  (Globe p. 3, yesterday)

The Obama administration has announced plans to impose new greenhouse-gas emission rules on power plants and refineries, a move that will increase pressure on the Harper government to introduce its own national emissions regulations in 2011.

Harper to shuffle cabinet Tuesday (John Ibbitson today)

the Obama administration is promising to use the regulatory powers of the Environmental Protection Agency to punish heavy carbon dioxide emitters. Canada has vowed to match U.S. climate-change policy.

The Democratic pledge could one day require some action on Canada’s part. But given the many obstacles, political and practical, the EPA faces, it will likely be years, at best, before meaningful new rules are in place south of the border.

Prime Minister Stephen Harper will shuffle his cabinet on Tuesday to fill a vacancy in the Environment portfolio, CTV News has learned.
