The primary object of the Council is to unify all the Federal Public Service Employees in the Operational Category located on the West Coast, repairing vessels within a Marine repair facility, and workers employed in the repair and testing of torpedoes and sonar buoys under the jurisdiction of the Treasury Board of Canada into a single body through their membership in the constituent Unions for the purpose of certification, collective bargaining and administration of collective agreements including, as the case may be, adjudications, conciliation and arbitration, under the Federal Public Service collective bargaining legislation.

This Federal Government Dockyards Trades and Labour Council (Esquimalt) is formed by bringing together delegates from local Constituent Unions who are themselves employees of the Federal Government in the "Ship Repair Group"

Matters of a general nature to be dealt with are

(a) Wages, Benefits and the adjustment of them to improve conditions,

(b) Hours of work,

(c) Working conditions generally,

(d) All matters that come under the jurisdiction of this Council,

(e) Assistance in the establishment of training programs,

(f) Welfare Activities
